Thanks for your efforts at the meeting on Thursday I hope that Suttcliffe got the message.
I would like to suggest the following as a possible action that Bluff members of the public could do, I would suggest that it be checked for
legality first.
Citizens have the power to carry out a citizens arrest when a container truck is seen on Bluff road the following should be done.
1. Drive in front of the truck and at a safe distance ahead stop your vehicle or follow the vehicle to a safe location or it's depot.
2. Put on your hazard lights and get out of your vehicle.
3. When the driver stops behind you explain to him that you are effecting a citizens arrest and instruct him to pull his truck off the road.
4. When he has pulled off, each mechanical horse by law has to have an removeable electrical isolator switch fitted and it is always located
close to the battery. Operate the switch and by doing so remove the lever, break the lever attachment.
5. Contact the metro police and inform them that you have carried out a citizens arrest and that you require them to respond.
6. Note down the drivers details and regristration of the mechanical horse.
7. When the metro police arrive lay charges against the driver and importantly the company owning the truck and make a statement t the police.

I would like to take this opportunity in thanking you for putting the meeting together. I understand how difficult it must have been organising the
relevant people to attend. Well done for the efforts made. I think the attendance was good.
Many of the speakers including yourself outlined important issues which need to be addressed which I believe were glossed over by Mike
Sutcliffe. We as the Bluff residents understand now how frustrating it must be for Councillor Du Bios to continuously have to deal with
politicians like Sutcliffe.
My father and I discussed the issue of the trucks invading the Bluff on the way home from the meeting, and would like to share a thought with
you. When the Taxi’s came and took over the bus routes and engulfed South Africa, the taxi’s had to be zoned and taxi owners had to belong to
the Taxi Association, so that rules could be made and owners could be made responsible and accountable.
I believe that if a ruling was presented to the likes of Mike Sutcliff by Councillor Du Bios and the residents of the Bluff, ruling for a Trucking
Association to be formed, make the relevant truck owners register with the association, and in this way make them responsible. ‘Get rid of the
Mickey Mouse operators’. In this way, rules can be laid down, and if not followed, the perpetrators’ be disciplined for not complying with the
regulations. Rules being, for example, must produce a valid roadworthy certificate for truck and trailer, carry a PDP operators licence for the
drivers, and follow a designated route to and from the Port via check-in weigh bridges so that overloading is avoided. The route for the trucks
must be via South Coast Road and Maydon Wharf, and stay away from Edwin Swales Drive and the Bluff. I don’t think something like that
would take long to get up and running.
For Mike Sutcliff to think that the people of the Bluff are going to wait 5 to 10 years for him and or his people to formulate a plan for re-routing
the truck chaos, he must be in a bit of a dream world. This man needs to be made accountable, if he is the City Manager he needs to fight for
the peoples’ safety and not shirk his responsibility.
I understand that the Metro Policing is a temporary fix, but make sure they don’t leave before something else is in place.

Neighbourhood Truck Watch
I am a resident of the bluff. I am extremely concerned with the truck problem on the bluff and would like to help with preventing similar
accidents from reoccurring. I suggest getting a group of voluntary men from the area to patrol the area randomly during the day and night in
various groups (similar to a neighbourhood watch) to monitor the trucks and if necessary pull them over to send a strong message to both
drivers and owners of trucks that they are not welcome in the area. I believe that the metro police are both unable and perhaps not too
interested our problem and therefore we need to take action ourselves. I attended school on the bluff and have contact with many people that
still reside here and would be interested in assisting. Please contact me if I could assist in anyway.
Arguments with Spoornet.
My concerns are the traffic ie, the trucks and the horror of the rail traffic that we as residents have had to contend with for so many years. I live
in Stableford Road and have had endless arguments with Spoornet. I need to meet with you to discuss a number of issues that we can
present the Municipality with. Priority is the Height Restictors,very,very good idea
my neighbour a garden services provider sweeps his driveway with a blower and leaves the mess on his pavement outside his gate the
leaves then blows onto the road and into my property. I have spoken to him many times. I have got pics
what can I do?
